    Provision of taking CL IS AS PER the office Heads discretion. If he decides that the individuals presence is necessary for conducting the official routine it may be refused.
    Only in the SPL occasions when and where no chance of getting prior permission only the leave application may be submitted at the time of joining. For this cases the empplemp has to intimate their situation for the absence of duty

    And Tamil Nadu Govt employees code of conduct states that no one of the Govt servants has to take part into any type of agitations by refusing their duty.

    If MASS CL taken then how the office will function .Does the MASS LEAVE WASadmissable anywhere in the Leave rules.
