Live or Die, but You Must Hold Aadhaar in your Hand – Aadhaar Must for Death Certificate from October
नई दिल्ली: अभी तक तो जीवन के साथ और जीवन के बाद भी चलने का वादा सिर्फ भारतीय जीवन बीमा निगम ही किया करता था, लेकिन अब आधार कार्ड (Aadhaar) भी हमारे जीवन के साथ-साथ जीवन के बाद भी काम आने जा रहा है. केंद्र सरकार ने फैसला लिया है कि एक अक्टूबर से डेथ सर्टिफिकेट के लिए आधार नंबर दर्ज करना होगा, तभी डेथ सर्टिफिकेट जारी किया जाएगा.शुक्रवार को गृह मंत्रालय ने यह फैसला लिया है. सरकार का दावा है कि इससे कदम से पहचान संबंधी फर्जीवाड़े पर अंकुश लगेगा. गृह मंत्रालय का यह नया फरमान पहली अक्टूबर से पूरे देश में लागू होगा. जम्मू-कश्मीर, असम और मेघालय को इससे फिलहाल दूर रखा गया है.
केंद्रीय गृह मंत्रालय के तहत काम करने वाले महापंजीयक कार्यालय की ओर से जारी अधिसूचना में कहा गया कि मृतक की पहचान स्थापित करने के मकसद से मृत्यु प्रमाण-पत्र आवेदन में आवेदक को मृतक का आधार नंबर या एनरोलमेंट आईडी नंबर मुहैया कराना होगा.
बहरहाल, यदि आवेदक को मृतक के आधार नंबर या एनरोलमेंट आईडी नंबर के बारे में पता नहीं है तो उसे एक प्रमाण-पत्र देकर बताना होगा कि उसकी जानकारी में मृत व्यक्ति के पास कोई आधार नंबर नहीं है.
महापंजीयक कार्यालय ने कहा कि आधार के इस्तेमाल से मृतक के रिश्तेदारों/आश्रितों/परिचितों की ओर से दिए गए ब्योरे की सत्यता सुनिश्चित हो सकेगी. इससे पहचान संबंधी धोखाधड़ी पर भी लगाम लगाई जा सकेगी.
डेथ सर्टिफिकेट हासिल करने वाले को मृतक का आधार नंबर या फिर आधार का पंजीकरण दर्ज कराना होगा. जिसके पास आधार नंबर नहीं है उस पर गृह मंत्रालय का कहना है कि ऐसे में डेथ सर्टिफिकेट में यह दर्ज रहेगा कि मृतक का आधार कार्ड नहीं है. इसके अलावा सरकार ने यह भी कहा है कि इस बारे में कोई भी गलत जानकारी देना एक अपराध माना जाएगा. मृतक के आधार के साथ-साथ उसके करीब सदस्य जैसे, पति-पत्नी, माता-पिता या फिर बेटा-बेटी का भी आधार नबंर डेथ सर्टिफिकेट के लिए दर्ज कराना होगा.
गृह मंत्रालय के तहत कार्य करने वाले रजिस्ट्रार जनरल के कार्यालय ने कहा कि आधार का उपयोग रिश्तेदारों या आश्रितों या मृतकों की परिचितों के परिजनों द्वारा दिए गए विवरण की सटीकता सुनिश्चित करने में होगा.

An Aadhaar number will be required for getting death certificates from October, the Home Ministry announced on Friday, saying the 12-digit unique identification number would be needed to establish the identity of the dead person. The rule will come into force across the country except Jammu and Kashmir, Assam and Meghalaya.The applicant’s Aadhaar number, as well that of the dead person’s spouse and parents would, however, have to be provided.
“An applicant who is not aware of the Aadhaar number of Enrolment ID Number of the deceased will be required to provide a certificate that the deceased person does not possess Aadhaar number to the best of his/her knowledge,” the order by the Registrar General, who functions under the home ministry, said.
This is the first time that the use of Aadhaar number has been mandated by the home ministry’s Registrar General that had been at loggerheads with the agency that issues Aadhaar. The NDA government, however, decided to shove the home ministry-run National Population Register into the cold storage on which crores of rupees had been spent.
An official statement said the use of Aadhaar card for death certificates will result in ensuring accuracy of the details provided by the relatives or dependents or acquaintances of those who have died. It said that a false declaration given by the applicant relating to the Aadhaar card would be treated as an offence.
